How to Meet Accessibility Goals Without Disrupting Content Workflows

A scalable accessibility program should keep content moving—not create another queue.

In education, publishing, government, and enterprise settings, teams face a constant tension: growing volumes of digital content must meet accessibility standards such as WCAG 2.2, PDF/UA, and ADA Title II, yet everyday workflows cannot pause.

Faculty need materials uploaded for the start of term. Publishing deadlines arrive regardless. Public communications and workshops must proceed on schedule. Document distribution keeps moving. When PDF remediation becomes a bottleneck, the consequences are real.

Stories of disruption

At a mid-sized public university, a faculty accessibility team received dozens of syllabi, reading lists, assignment packets, and handouts just before the semester began. Manual remediation could not keep pace. Some students who use screen readers received materials late or in incomplete form, workshops were postponed, and staff resorted to last-minute workarounds.

A state government agency faced a similar problem before a community workshop. Agendas, forms, policy summaries, and handouts were scattered across systems. Outsourcing delays extended beyond the registration window, so staff created ad hoc alternatives while the event schedule kept moving.

For a publishing house working under a government training contract, the dates were fixed and the documents needed to meet PDF/UA and WCAG requirements. These organizations look different, but the pattern is the same: thousands or tens of thousands of PDFs, limited specialist bandwidth, mixed document complexity, and content that cannot stop.

The scale of the challenge

Nearly 95% of public-facing PDFs failed one or more accessibility checkpoints in an industry index of 644,854 PDFs spanning more than 15 million pages. That leaves only a small baseline of documents without a detected issue, with government and education among the sectors facing especially high failure rates.

Research on scholarly PDFs found a similarly difficult baseline: fewer than 3.2% of papers satisfied all tested criteria, while 74.9% failed all six criteria in the study. The researchers also found that the growth of open-access publishing did not automatically improve accessibility.

Manual remediation is slow. At an often-cited 15 to 30 minutes per page, large backlogs can translate into months or years of work. Public entities face additional urgency: the Department of Justice's updated Title II rule guidance lists compliance dates of April 26, 2027, for entities with populations of 50,000 or more and April 26, 2028, for smaller entities and special district governments.

The central challenge is not simply remediation. It is remediation without disrupting the workflows that create, revise, approve, and publish the documents. One-off tools and disconnected vendors often introduce new queues, version conflicts, and gaps in audit records.
